After 40 years of rural development efforts shaped and characterized by different models and approaches, the overall results of these efforts look very sobering: rural mass poverty has not been overcome. In fact, it is barely contained in many developing regions. It attempts to explain some of the reasons behind this apparent failure and concludes that most approaches to rural development not only suffered from weaknesses in organizational and management planning, but were prone to failure because they ignored the macro structural and political distortions - and the mesosphere. of poor countries. Although donors could see that their rural development projects were doomed to failure if the projects and programs were not embedded in an enabling policy environment, they continued with them. The book advocates a rural development partnership that actively supports public participation, beneficiary self-organization, decentralization and, as a result, smaller autonomous (side) projects instead of large top-down projects for rural development. Under the conditions of the 1990s, the success of rural development will largely depend not only on the creation of a stimulating political environment, but also on the skillful linking of sectoral programs and related (side) projects. Key areas for cooperation in the fight for greater and more effective poverty reduction are land and property reforms, rural financial systems, basic social services and social security systems.
